Graham Baker
Graham joined Statistics NZ in 2007, bringing substantial experience in both corporate services and operational service delivery roles as a senior public sector manager.
Graham’s previous roles include:
- Assistant Auditor-General at the Office of the Controller and Auditor-General
- Group Manager of Service Delivery at Immigration New Zealand from 2005 to 2006 and Regional Manager for New Zealand, Australia, and the Pacific from 2004 to 2005
- Corporate Services Manager with Occupational Safety and Health and the Department of Labour
- Corporate Services Manager and Group Manager Service Delivery (National Operations) at Career Services.
Graham has a Master of Education in Guidance and Counselling, a Bachelor of Arts in Education, and a teaching diploma (endorsed in special education). He was a Fulbright study tour participant in 1995 and was offered a Winston Churchill Fellowship in 2000.
Industry and Labour Statistics
Clare Ward
Clare Ward is the Deputy Government Statistician, Industry and Labour Statistics. She has been in this role since January 2011.
The Industry and Labour Statistics Group works across government to lead the sectors of official statistics that cover micro-economic statistics; the performance of New Zealand’s firms and sectors of the economy; and work, knowledge, and skills. It produces about 100 statistical releases each year.
Originally from England, Clare has a background in strategy, policy, research, programme development, monitoring, and investment management in the public sector, both in New Zealand and in the UK.
Clare joined Statistics New Zealand in 2007 as the Deputy Government Statistician, Organisation Direction after roles at the Tertiary Education Commission, the Ministry of Housing, and Housing New Zealand. Clare’s early career was spent in the housing department of an English local authority and at a university research unit in London.
Macro-Economic and Environmental Statistics
Colin Lynch
Colin Lynch was appointed Deputy Government Statistician of Macro-Economic and Environmental Statistics in January 2011.
Colin’s previous roles include:
- Deputy Secretary and Assistant Secretary in the State Sector Performance Group, and Manager of the Health Section at the Treasury
- led the Central North Island Forestry and Waikato River treaty negotiations and settlements
- Managing Principal of Law and Economic Consulting Group Asia Pacific
- Consulting Manager at Andersen Corporate Finance
- Economic Adviser in the Office of the Treasurer and Minister of Finance from 1997 to 1999
- Economist at the Reserve Bank of NZ, the Labour Market Policy Group at the Department of Labour, and the Department of Finance in Ireland.
Colin was trained as an economist at the University College Dublin, completing a Master of Arts in Economics. He later completed Advanced Studies in International Economic Policy Research at the Institute for World Economics in Germany. He is a participant in the Leadership Development Centre Public Sector Advanced Leadership Programme.
Organisation Development
Mike Beever (Acting)
Mike joined Statistics NZ in July 2008. He became Chief Financial Officer in April 2009, and was recently appointed the role of Acting Deputy Government Statistician, Organisation Development, while a new Chief Executive is being recruited.
Before joining Statistics NZ, Mike held the following roles:
- Financial Controller, HRG, Australia
- Project Finance Manager, HRG, UK
- Senior Client Accountant, HRG, UK
- Various internal audit and management accounting roles at Friends Provident.
Mike is a member of New Zealand Institute of Chartered Accountants Public Sector Advisory Group and CPA Australia's Public Sector Action Group. His experience covers internal auditing, management accounting, commercial pricing, project accounting, and financial controller positions.
Organisation Direction
Jeff Trevella (Acting)
Jeff joined Statistics NZ in June 2008 as Manager of Organisation Systems and Strategy. He was appointed the role of Acting Deputy Government Statistician, Organisation Direction in September 2012. Organisation Direction coordinates the strategic oversight and monitoring of the organisation.
Jeff held several senior public sector roles since moving from the private sector in 2003. These include:
- National Manager, Quarantine Service, Ministry of Agriculture and Fisheries (MAF) – Aircraft, Passengers and Quarantine Detector Dogs
- National Manager, Strategic Development, MAF Quarantine Service
- Established the Joint Border Management Group, made up of representatives from MAF, NZ Customs Service, and NZ Immigration Services.
Before this he worked in sales and marketing in senior management roles, for both national and international businesses.
Social and Population Statistics
Vince Galvin
Vince Galvin first joined Statistics NZ in 1982 as a research officer in Survey Design. He has held senior analytical roles in Survey Methods and Analytical Support. From 1987 to 1990, he was a researcher at the Royal Commission on Social Policy, before going to London where he was a senior assistant statistician at the Ministry of Agriculture, Fisheries and Food.
Vince’s other roles at Statistics NZ include:
- General Manager, Statistical Methods
- General Manager, Strategy and Communications
- General Manager, Statistics NZ Auckland
- Chief Economist, Inflation Measures.
From 1996 to 1998, Vince also spent time with the Australian Bureau of Statistics, as Programme Manager of Productivity Statistics and as Director of Consumer Price Indexes.
Vince has a Bachelor of Science (Hons) in mathematics and a diploma of social science (with distinction) in economics. He is a member of the New Zealand Statistical Association, the New Zealand Association of Economists, and the Leadership Development Centre’s Executive Leadership Programme.
Standards and Methods
Andrew Hunter
Andrew Hunter first joined Statistics NZ in 1991 as a social statistics analyst. In 1995, he worked as a senior planner for Christchurch City Council. He returned to Statistics NZ as a senior economic statistician in 1997. Since that time he has led the development and delivery of a broad range of statistical information in industry and labour statistics, including project managing the Linked Employer-Employee Dataset.
Before his current role, Andrew was General Manager of Statistics NZ Christchurch and Manager of Business, Financial, and Structural Statistics.
Andrew has a Bachelor of Commerce (Hons) in economics and is a member of the New Zealand Association of Economists.
Transformation – Cathryn Ashley-Jones
Cathryn Ashley-Jones is our Deputy Government Statistician for Transformation. This roles provides leadership and integration in delivering Statistics NZ's 10-year transformation programme, Statistics 2020 Te Kāpehu Whetū.
Cathryn joined Statistics NZ in 2004, following a role at the Department of the Prime Minister and Cabinet as adviser to the prime minister on health issues.
Cathryn began her career in economic research, working for the New Zealand Institute of Economic Research and then for Business and Economic Research Limited.
At the New Zealand Treasury, Cathryn worked on projects including financial monitoring and ownership issues, and Treaty of Waitangi claim settlement policy and negotiations.
After a major restructure of the health sector, Cathryn joined the Ministry of Health. As Assistant General Manager she was responsible for strategic advice on long-term funding and health services policy issues.
In 1998, Cathryn was awarded a Management Development Centre Fellowship and attended the Stanford University Executive Program.
Cathryn has a Bachelor of Science in mathematics and a Bachelor of Arts (Hons) in economics.
