This paper provides a progress update on transforming the New Zealand census to a model primarily based on administrative data. It highlights progress on improving the quality of key administrative data across government and identifies what is required to further progress this work. In addition, this paper provides an update on developing required statistical modelling, exploring new data sources, confirming key customer needs, and further understanding the risks and costs of census transformation

Census transformation progress update: Releasing the potential of government data was signed by the Minister of Statistics on 18 October 2016, considered by the Cabinet Economic Growth and Infrastructure Committee on 2 November 2016, and confirmed by Cabinet on 7 November 2016.
