Introduction
This dataset, containing financial information about New Zealand's regional, district and city councils, has been produced by Statistics New Zealand from the annual Census of Local Government. While much of this data is published in annual reports, Statistics New Zealand has compiled the data using consistent classifications and methods to develop a usable time series.
The Department of Internal Affairs has collated this and other local government data into a single database as part of its work for the Local Government Information Project. It is anticipated that this data will provide useful information to local authorities, communities and researchers about the activities undertaken by councils.
Coverage
The Local Authority Census covers the non-trading activities of local authorities, such as local government administration, provision of water supply, roading, parks and reserves, planning and regulation. The census covers New Zealand's 12 regional councils and 74 territorial authorities.
Data relating to Local Authority Trading Enterprises is not included in this release. Before the formation of these units, their activity may have been included in the data provided in these tables; subsequent to their formation, the equity and dividends from these units will be reflected in the data. This may contribute to an apparent discontinuity in the data in the mid 1990s.
Data
Data presented in these tables is collected from the Local Authority Census questionnaire and from information in published annual reports. Accounting treatments and reporting standards vary among local authorities, making it difficult to produce a set of strictly comparable statistics. Data for some variables is sometimes not available, resulting in some estimation being required. These results will be subject to revision as more data becomes available.

This data is a working series and not an official Statistics New Zealand series. Therefore, the data is subject to revision.
While care has been used in processing, analysing and extracting information, Statistics New Zealand gives no warranty that the information supplied is free from error. Statistics New Zealand shall not be liable for any loss suffered through the use, directly or indirectly, of the information supplied in this product.
Pivot table contents
Table 1 contains unit record time series data from 1993 to 2006 for each council. This includes operating income and expenditure.
Table 2 contains unit record time series data from 2000 to 2006 for each council. This includes balance sheet information and capital transactions.
Table 3 contains unit record data for 2004, 2005 and 2006 for each council at a functional level. This includes income and expenditure items split by function.
