23 December (HLT) Release of public health sector (District Health Boards) data for September 2010 quarter.
22 December (BOP) Balance of payments and international investment position statistics

Exports and imports of services figures have changed from the June 1998 quarter through to the March 2000 quarter. This change is to align BoP figures with those published in New Zealand's national accounts. Note that only total exports and imports of services are affected by this change, all sub-series remain unchanged. The changes to these series will be reflected on Infoshare with the release of the Balance of Payments and International Investment Position : September 2010 quarter on December 22.

The affected series are:
Exports of services (BOPQ.S5AC1A2)
Imports of services (BOPQ.S5AD1A2)
Balance on services (BOPQ.S5AC3A2)
Exports of goods and services (BOPQ.S5AC1A)
Imports of goods and services (BOPQ.S5AD1A)

The changes to these quarterly series will result in changes to the corresponding annual series, from the year ended June 1998 to the year ended December 2000, as well as changes to ratio series that are calculated using the affected quarterly series.
22 December (BOP) Balance of payments and international investment position statistics

Statistics New Zealand advises that a change will be made to the seasonal adjustment of the current account balance within the Balance of Payments statistics.The change starts with the Balance of Payments and International Investment Position: September 2010 quarter release on December 22. The series 'Outflow of current transfers' (S5AD1C) no longer displays a regular seasonal pattern. Therefore, seasonal adjustment on this series will no longer be produced. This change is from the June 1994 quarter onwards.

The affected seasonally adjusted series are:
Outflows of current transfers (S5SD1C)
Balance on current transfers (S5SC3B2)
Balance on income and current transfers (S5SC3B)
Balance on current account (S5SC3).

A footnote will be added to table 3 'Balance of payments seasonally adjusted and trend series' stating that the trend series will now be the smoothed actual series rather than the smoothed seasonally adjusted series for the following:
Outflows of current transfers (S5TD1C)
Balance on current transfers (S5TC3B2)
Balance on income and current transfers (S5TC3B).

Also, a new table entitled 'Current account current transfers' will be included in the Balance of Payments and International Investment Position: September 2010 quarter release on December 22. This table will be table 7. Consequently, the remaining tables will be re-numbered as 8–15 instead of 7–14.
21 December

(ITM) From 21 December 2010 when November 2010 data is released, three international travel and migration Infoshare tables will contain data for the new Auckland Council territorial authority (076). This data will be labelled "Auckland (from 11.2010)". October 2010 will be the last data available for Rodney District (004), North Shore City (005), Waitakere City (006), Auckland City (007), Manukau City (008), Papakura District (009) or Franklin District (010) in these tables. Tables affected are:

  • Permanent & long-term migration by ctry of residence, citizenship and NZ area (ITM+.SP6+++++++076*)
  • Permanent & long-term migration by age, sex and NZ area (ITM+.SP7++++076*)
  • Short-term NZ traveller departures by main destination and NZ area (ITM+.SRD6+++076*)

This data will be labelled "Auckland (from 11.2010)", and will appear in the New Zealand Area selection box after Invercargill City, and before Northland Region.

An additional footnote has been added to these tables as well: "New Zealand area data is not rebased when boundary changes occur. All data uses territorial authority boundaries which existed during the reference month".

(ISA) Institutional sector account statistics

The Institutional Sector Accounts: 1999–2008 Hot Off the Press (HOTP) will be released at 10:45am on Thursday,16 December 2010. This is the first official release of institutional sector accounts (ISA) data, and as such, new series are available.

The institutional sector accounts will improve the quality of New Zealand’s core macroeconomic statistics, and the understanding of New Zealand’s economic performance in comparison with the rest of the world. The accounts will also inform ongoing discussions about household and other sector saving figures in New Zealand. Further information can be found in the November 2010 issue of the Expert Data Users newsletter.

A total of 574 new series will be published, covering various ISA data across the six sectors: non-financial corporations, financial corporations, government, non-profit institutions serving households, households, and the rest of the world.

For the household income and outlay account (HHIO), and the government income and outlay account (GIO), annual time series run from 1987–2010. The time series for all sectors for the 2008 year are provisional. Likewise, the HHIO and GIO time series for the 2009 and 2010 years are also provisional. The HHIO and GIO are usually published as part of the annual national accounts (published on 19 November 2010) but have been delayed by one month so that they can be published as part of a comprehensive set of institutional sector accounts.

The new series will be published in conjunction with a Hot Off the Press and will be available to download from 16 December 2010 at http://www.stats.govt.nz/browse_for_stats/economic_indicators/NationalAccounts/institutional-sector-accounts-info-releases.aspx. This is the first official release in this series and therefore no information will be available until 10:45am on 16 December 2010.

From 2011, the series will be updated in November of each year as part of the annual national accounts.

14 December (RTT) Retail Trade Survey – ANZSIC 2006 Implementation

Statistics New Zealand advises that a new industrial classification, the Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06), is being implemented into the Retail Trade Survey(RTS). From the October survey month onwards, RTS data will be collected, compiled, and released under the new classification.

The first release of monthly RTS data based on ANZSIC06 will be on 14 December 2010. The first quarterly survey results will be published on 14 February 2011.

A report that explains the main differences between ANZSIC96 and ANZSIC06, and describes the method used to produce the back-cast ANZSIC06 time series, will be released on 6 December 2010.

Back-cast data for the period May 1995–September 2010 for current price monthly sales and quarterly sales and stocks will be available in Infoshare from 6 December. We will be releasing back-cast estimates for sales volumes and RTS deflators data shortly after this date.

(ITM) From 22 November when October 2010 data is released, there will be a label change to three tables as a result of changes to the Immigration Act in late November 2010. The label "permit type" will now be known as "visa type". This is only a label change; neither the categories and series identifiers for tables nor the data itself will change. Tables affected are:

  • Permanent & long-term arrivals by age, sex and permit type
  • Permanent & long-term arrivals by country of residence and permit type
  • Visitor arrivals by country of residence, age and permit type.

Selected series will have their titles changed to include the word "every". This is to differentiate between those tables which contain every country and those that contain a selection of countries. This is only a label change; neither the categories and series identifiers for tables nor the data itself will change. Tables affected that contain every country are:

  • Permanent & long-term migration by country of residence and citizenship
  • Short-term NZ traveller departures by country of main destination and purpose
  • Total passenger movements by country of residence
  • Visitor arrivals by country of residence and purpose
  • Visitor departures by country of residence.

(LCI) Labour Cost Index(Salary and Wage Rates)

The LCI indexes are currently being released using ANZSIC 2006 (Industry) and ANZSCO (Occupation) classifications with a base period of the June 2009 quarter (=1000).

LCI industry indexes previously published on an ANZSIC 1996 basis and occupation indexes published on an NZSCO basis, have been discontinued as at the June 2010 quarter.

Note that the current All industries/occupations combined time series have been linked to the previous series at the June 2009 quarter to create a continuous series from the December 1992 quarter.

These series start from the June 1999 quarter.

13 September (SEP) Cigarettes and Tobacco data: After the release of 13 August for the 2010 June data, these series will be discontinued under our responsibility to ensure confidentiality of published statistical information.

13 September (CPI) We have changed the names of tables in the consumers price index (CPI) series in the Economic Indicators category so they are grouped in a logical order. Tables relating to CPI are together, followed by those relating to the food price index. Within these two groups, tables are also arranged by the hierarchical structure of the consumers price index, food price index, regional indexes, and non-standard indexes. The series identifiers are unchanged.

(OTI) A new price index, ‘total imports less fuel’, had been added to the overseas trade price index series. The OTI series starts from the September 1982 quarter, with a June 2002 quarter index base period (=1000). The series identifier is OTPQ.SIA1MH1, total imports less fuel.

19 July Demography Family and Household Projections (DNH) have been updated with family and household projections 2006-base update. These supersede the family and household projections 2006-base released in December 2008.

The projected population by living arrangement type, the projected number of families by family type, and the projected number of households by household type are available for six alternative projection series, covering the period 2006-2031. The alternative projection series are based on different combinations of fertility, mortality, migration, and living arrangement type rate assumptions.

At the time of release, projection series '5B' is considered the most suitable for assessing future family and household changes. Moreover, only series '5B' has been formulated to produce demographically plausible results by assessing both observed trends between 1986 and 2006, and likely future trends to 2031. Other series may project significantly different numbers of male and female partners in 'couple without children' and/or 'two-parent' families, because the living arrangement type rate variants 'A' are formulated solely from observed historical rates.

The other projection series allow users to assess the impact on the number of families and households resulting from different population and/or living arrangement type scenarios. For example, series '1B', '5B', and '9B' can be used for assessing the effect of different population outcomes combined with variant 'B' living arrangement type rates; and series '5A' and '5B' illustrate the effect of different living arrangement type assumptions combined with the mid-range population scenario.

(CPI) With recent changes to the excise duty for cigarettes and tobacco, two new series will be added to the consumers price index (CPI) information release tables 3.01, 3.02, and 3.03 from the June 2010 quarter and to Infoshare. These series will be the CPI 'all groups less alcoholic beverages subgroup' and the CPI 'all groups less cigarettes and tobacco subgroup'.

The series identifiers for these two series are:

CPI all groups less cigarettes and tobacco subgroup (CPIQ.SE9NS1480)

Until recently, the annual adjustment specified in the New Zealand Superannuation and Retirement Income Act (2001) was based on the all groups CPI. With recent changes to excise duty, the Act has been updated to use the CPI all groups less cigarettes and tobacco subgroup for the annual adjustments to be made in 2011, 2012, and 2013.

From 1 July 2010, the subject groups Vital Statistics - Births - VTB, Vital Statistics - Deaths - VTD, and Vital Statistics - Marriages - VTM will no longer be available.

These have been replaced by new subject groups Births - VSB, Deaths - VSD, and Marriages, Civil Unions, and Divorces - VSM (in the Population subject folder). The new groups have been available since February 2010.

(PRD) Productivity Statistics

Industry Productivity Statistics: 1978–2008 will be released at 10:45am on 25 June, 2010. This is the first release of productivity data at the industry level, and as such, new series are available.
A total of 625 new series will be published, covering various productivity data across 25 industries. For 22 of the industries, annual time series run from 1978–2008.
For the other three industries, the time series commence in 1996.

The new series will be published in conjunction with a detailed report, which will be available to download from 25 June at www.stats.govt.nz/productivity.
The series will be updated in March of each year, in conjunction with the publication of measured sector productivity statistics.

(DLP) National Labour Force Projections, 2006-base Update

Demography National Labour Force Projections (DLP) will be updated at 10:45am on 25 May 2010 with updated 2006-base national labour force projections. These supersede the 2006-base labour force projections released in May 2008.

Nine alternative projection series will be available, based on different combinations of fertility, mortality, migration and labour force participation assumptions. The projections cover the period 2006 (base) to 2061 at one-year intervals.

The new series includes the number of civil unions of each relationship type for New Zealand residents and overseas visitors separately, whereas the old series only included New Zealand resident civil unions.

(PPI) Revisions have been made to some producers price index (PPI) figures for the December 2009 quarter, originally published on 16 February 2010.

Dairy product and chemical prices received late in the processing cycle but not included in the originally published figures, have been included in the corrected figures.

A new method for measuring change in farm-gate milk prices was introduced in the December 2009 quarter. The new method involves taking the most recently published figure for the forecast final milk payout, and showing movements in this figure on a quarterly basis. A correction has been made, as the PPI published on 16 February showed an increase from the final milk payout figure for the previous season to the latest available forecast payout for the current season, rather than from an earlier forecast figure for the current season.

Although the impact at the all industries level is small (3 index points for outputs and 2 index points for inputs), the all industries index numbers for the December 2009 quarter have also been corrected, to maintain consistency with the industry groups.

A recent review has raised concerns around the imports and exports series titled "Groups by At the time Membership", which is economic country groupings eg OECD, APEC, ASEAN at the time countries are affiliated. As a result, the decision has been made to remove the dataset. The series "Groups by present day membership " which is economic country groupings by current membership remains available.

New subject groups (Births - VSB, Deaths - VSD, and Marriages, civil unions and divorces - VSM) will be available in the Population folder from 10 February 2010. These will eventually replace the subject groups Vitals Statistics – Births - VTB, Vitals Statistics – Deaths - VTD, and Vital Statistics – Marriages - VTM.


The original subject groups (VTB, VTD, and VTM) will continue to be available until 30 June 2010 to allow users time to familiarise themselves with the new subject groups.
