Upcoming data changes

  • Information about data changes for Auckland Council: Changes to Auckland’s local government came into effect on 1 November 2010. For information on how Statistics New Zealand is managing data affected by the council restructure, please visit www.stats.govt.nz/aucklandcouncil. We will add details in the 'Changes by date' below when Infoshare is affected.

18 December (BOP) Balance of Payments

Balance of Payments revisions

We have revised our current account figures to include:

• results from the improved International Visitors Survey (IVS) methodology (back to the June 1982 quarter)
• improved estimates for spending by international student in New Zealand (back to the June 2003 quarter)
• an estimate for imports of goods below the $1,000 Customs threshold (back to the June 2000 quarter).

Revisions resulting from the IVS improvements, and to spending by international students in New Zealand, both increase exports of travel services. Including an estimate for low-value goods means that imports of goods also increase. Services exports increase by more than imports of goods, so overall these revisions result in smaller current account deficits than those previously published.

Note: We have revised the discontinued (BPM4) series. IVS revisions go back to the June 1982 quarter, so many BPM4 series have been revised from 1982 to 1996 (which is when the BPM4 series end).
 9 December (MFG) Manufacturing Survey (ANZSIC06) data revision

The volume series (deflated at September 2010 quarter prices) for the meat and dairy industry has been revised for the period between the June 2010 and June 2013 quarters.

This revision also affects data for
• all manufacturing.

The following variables have been revised
• sales (operating income)
• purchases and operating expenditure
• stocks of finished goods, trading goods, and work in progress.

(BAS) Building Activity Survey – for Value of Building Work Put in Place: September 2013 quarter

New BASQ series
For the September 2013 quarter, we’re adding 18 quarterly series to the Building Activity Survey. The series are the value of building work put in place for two statistical areas: Canterbury, and New Zealand excluding Canterbury. The series are available for each of three building groups and three data types:
• building groups – total residential buildings, total non-residential buildings, and total buildings (sum of residential and non-residential)
• data types – unadjusted, seasonally adjusted, and trend.

Sample errors
Estimates for building activity are derived mainly from a sample survey and are therefore subject to sample errors. The Building Activity Survey is not designed to produce accurate estimates by region, so the sample errors associated with these are higher. Over the five years to the June 2013 quarter, sample errors for all building work in Canterbury were between 9 and 14 percent. At the national level, sample errors were between 2.5 and 3.0 percent.
The New Zealand excluding Canterbury series are expected to have sample errors close to those at the national level.

 2 December (OTP) Overseas Trade Indexes - Prices
Overseas services price indexes revisions

Each year overseas trade services price indexes (OTI services indexes) update its weights using Statistics NZ's balance of payments (BOP) data. These weights are based on the dollar value for exports and imports of services.

Changes in the weights as a result of recent improvements in the BOP data, such as a better measure for spending by overseas visitors to New Zealand, were included in the calculation of the OTI services indexes.
These changes affect the exports services indexes and the imports services indexes.

The OTI price indexes were recalculated from the June 1997 quarter to the June 2013 quarter. Where the indexes changed as a result of the recalculation, the index numbers were revised.

The revisions affect the following series:

New release date for National Accounts (Income and Expenditure): Year ended March 2013 is now 28 November 2013.

27 November (LSS) Release of livestock slaughtering data: October 2013 month.
22 November (ALC) Release of alcohol available for consumption data: September 2013 quarter and year.
21 November (SND) National Accounts (ANZSIC06) - System of National Accounts 1993

We recommend you do not use the annual nominal gross domestic product (GDP) data for the years ended March 2012 and 2013 that was published on Infoshare 10:45am, 21 November 2013.

This 2012 and 2013 information was published inadvertently when we released National Accounts (Industry Benchmarks): Year ended March 2011.

This 2012 and 2013 data has not been subject to Statistics NZ’s usual quality control processes and contains errors so we recommend you do not use it. It has been removed from Infoshare.

This 2012 and 2013 information would normally form part of the data with National Accounts (Income and Expenditure): Year ended March 2013. This was delayed due to technical reasons. A new publication date is 28 November.

We have already made a correction to Infoshare information for National Accounts (Industry Benchmarks): Year ended March 2011. This covers 2009 GDP information.

We recommend that people who have already accessed this data should download it again.

Statistics NZ is committed to producing the best quality information possible and we apologise for any inconvenience to people who use this information.
21 November (ISA) Institutional Sector Accounts is delayed until 28 November.

21 November (FLT) Release of forestry, logging and timber production data: June 2013 quarter and year.
19 November (DPE) Population Estimates

The following three Infoshare series are updated to final population estimates at 30 June 2013:
• Estimated resident population for regional council areas, at 30 June (1996+)
• Estimated resident population for territorial authority areas, at 30 June (1996+)
• Estimated resident population for urban areas, at 30 June (1996+).

All subnational population estimates are based on the 2006 census usually resident population count and boundaries at 1 January 2013.

New national and subnational estimates using the 2013 Census results as a base will be published from August 2014 after estimates of net census undercount from the 2013 Post-enumeration Survey become available in March 2014.
14 November (RTT) Retail trade (ANZSIC06) data revision

We have revised the clothing, footwear, and personal accessory series for the period between the March 2011 and June 2013 quarters.

This revision also affects the data for these groupings:
• core industries
• all industries

The following Infoshare series are affected:
• sales by industry in current prices (quarterly and annual)
• sales by industry in deflated prices (quarterly and annual)
• sales by region in current prices (quarterly and annual)
• sales per head of population (quarterly)

(HLF) Household Labour Force Survey

New series
For the September 2013 quarter, we’ll be adding two new series to the Household Labour Force Survey.

The first series provides data on the employment status for people in different household compositions. The second series strengthens the labour force status by total-response ethnic group, and age group, series by adding its sampling errors.

The new series are:

25 September (TEX, TRX, TIM) After the release of Overseas Merchandise Trade: August 2013 on 25 September 2013, selected confidential Harmonised System 10-digit codes will have more data publicly available. This change results from the annual confidentiality review.

(ITM) International Travel and Migration

An incorrect calculation was identified in the 'length of stay' and 'length of absence' groupings between 1998 and 2007. Numbers have now been revised to correct the error.

The affected series are:
• Visitor arrivals by country of residence, purpose and length of stay (Monthly, Quarterly, and Annual)
• Short-term NZ traveller departures by main dest, purpose & length of absence (Monthly, Quarterly, and Annual).

The errors were in the following length of stay and absence categories:
• Over 4 weeks and under 2 months
• 2 months and under 3 months
• 3 months and under 6 months
• 6 months and under 1 year.

The error only appeared in non-leap years between 1998 and 2007 for:
• February months
• March quarters
• March, June, September, and December years.

We are making changes to some ITM series:

1. Overseas port
We are removing all tables that use the field 'overseas port' from Infoshare in early August 2013. The replacement tables, containing the field 'closest overseas port', are already available for use. For more details, see the ITM entry on 6 May.

2. Visitor departures by country of residence
For visitor departures, the country of residence definition is changing. From July 2013 data, it is the country where the visitor last lived for 12 months or more (country of last permanent residence). Before July 2013, it was the country where the visitor next intended to live for 12 months or more (country of next permanent residence).

The definition change will not affect series identifiers.

(HLF) Household Labour Force Survey

New series
For the June 2013 quarter, we’ll be adding several new series to the Household Labour Force Survey.
The new series will introduce data on the age structures of ethnic populations. The new sampling errors series will strengthen our current series by explaining their sampling errors.

7 August (HLF) Household Labour Force Survey

Household composition series
Beginning with the June 2013 quarter, we'll be changing one of the tables in the Household Labour Force Survey information release.
The current table 10, 'household composition by household labour force status', will be replaced by 'employment status by sex'.

If you are currently using the household composition table, please email the Household Labour Force Survey team at hlfs@stats.govt.nz so we can discuss your needs, and the possibility of making the household composition information available on Infoshare.

(LAF) Local Authority Financial Statistics

Local Authority Financial Statistics will be released on 23 July 2013. This annual release provides annual accounting-based income, expenditure, and financial position information for each local authority in New Zealand.

Local Authority Financial Statistics: Year ended June 2012 information release, available after 10.45am on Tuesday, 23 July 2013, will provide further information from the series.

The following series are available on Infoshare after the release.

 19 July (MFG) Manufacturing Survey (ANZSIC06)

We made a correction to 'Industry by variable (Qrtly-Mar/Jun/Sep/Dec)' The change is in ‘Closing stocks of finished goods’ (Current values, series id MFGQ.SZ5CA) for the September 2012 quarter.

(RNA) Regional gross domestic product

There will be new official time series of gross domestic product (GDP) by region on Infoshare from Friday, 19 July 2013.

These statistics use the 'production measure' of GDP, and are consistent with previously released national-level GDP. Estimates are presented by regional council area and industry, and a second table presents regional GDP per person. Click here for more details of the series identifiers.

The Government Financial Statistics (Central Government) is being released for the first time on 21 June 2013. This annual release provides an economic analysis of central government financial activity. It allows readers to easily analyse the collective activity of central government and compare this with other economic indicators, such as gross domestic product.

The Government Financial Statistics (Central Government): Year ended June 2012 information release, available after 10.45am on Friday, 21 June 2013, will provide further information from the series.

(HLF) Household Labour Force Survey

New underemployment series
For the March 2013 quarter, there will be a new series added to the Household Labour Force Survey.
This series is the ‘Persons Underemployed by Sex’ series - HLF+.SU*.  Click here for details of the series identifiers.

This series will replace the ‘Employed Part-Time by Sex by Wanting Hours Change’ series - HLF+.SNH*, which will be discontinued.

The new series will include our new definition of underemployment and an underemployment rate, as well as other variables that are useful to look at in conjunction with underemployment.

(ITM) International Travel and Migration

We are introducing a new field called 'closest overseas port', and five new tables containing this field on 6 May 2013. The new tables are:

- SRD8 - Short-term NZ traveller departures by closest overseas port
- ST6 - Total passenger movements by closest overseas port and selected NZ ports
- ST7 - Total passenger movements by NZ port and selected closest overseas ports
- SVA9 - Visitor arrivals by country of residence and closest overseas port
- SVD5 - Visitor departures by country of residence and closest overseas port.

Closest overseas port records the first port of a passenger's flight after leaving New Zealand, or the last port of a passenger's flight before arriving in New Zealand. It is not necessarily where the passenger joined or left the flight.

The closest overseas port tables will be replacing the current 'overseas port' tables, which record the port at which the passenger joined or left their flight to/from New Zealand. Overseas port tables will be removed from Infoshare in August 2013. These tables are:
- SRD3 - Short-term NZ traveller departures by overseas port
- ST4 - Total passenger movements by overseas port and selected NZ ports
- ST5 - Total passenger movements by NZ port and selected overseas ports

 12 April (SND) The seasonally adjusted series for primary industries (SNDQ.SG01RSC02B01A99) and agriculture, forestry, and fishing (SNDQ.SG01RSC02B01A01 and SNDQ.PG01RSC07B01AA) have been updated. Revisions put through the agriculture component for the 1996–2006 period did not flow through to the seasonally adjusted primary industries and agriculture, forestry, and fishing series due to an error. The revisions did correctly feed through the agriculture component and total GDP, and no other series are affected. We regret any inconvenience this error caused. 
12 April (TPT) Release of transport vehicle registrations data: March 2013 month.
11 April (PRD) Education and Health Industry Productivity: 1996–2011, to be published with the Industry Productivity Statistics: 1978–2011 information release on 11 April 2013, will include productivity series for the education and training, and health care and social assistance industries from 1996. The same variables as those currently available at the industry level, except for capital cost proportions and labour income proportions of measured sector, will be released. Data is based on ANZSIC06.

Corrections – 7 March 2013 
We have corrected some figures originally published in Balance of Payments and International Investment Position: Year ended 31 March 2012 on 27 September.

The errors are specific to stocks and flows of direct investment between New Zealand and several economic country groupings (APEC, ASEAN, EU, and the OECD).
They affect periods between the years ended March 2001 and March 2012. To varying degrees, the total stocks or flows for direct investment into those country groupings had been understated or overstated.

 7 March (WTS) Wholesale Trade Survey: December 2012 quarter
There has been a revision for the December 2012 quarter due to incorrect summation of the component series for the Wholesale Trade Total Stocks series. It affects the December 2012 quarter for the Other Goods Stocks and Total Stocks series(WTSQ.SE9CA, and WTSQ.SZ9CA).

These series will include data from December 2007 and the ethnicities will be based on the total response method of classification. Quarterly and annual data will be available for these series.
