Business Performance & Energy Newsletter September 2010

1. Business Performance and Energy group update

With most of our 2010 surveys out in the field, returns are flowing in and data processing is about to get into full swing. As always, the information our respondents provide is the foundation for everything else we do, so we appreciate the time and effort taken in completing these forms.

Demand for our microdata continues, with three new applications received in the last month and outputs from the prototype Longitudinal Business Database (LBD) still being produced by researchers in other organisations.

All the while, our outputs continue to be published. On 27 August, we released Screen Industry in New Zealand: 2009 and October will see the release of our latest Internet Service Providers (ISP) and energy use results, plus a research paper from the LBD looking at government assistance programmes.

As evaluation of budget initiatives around R&D, innovation, and information and communication technology (ICT) evolves over time, we expect continuing interest in our information, which promises to keep us as busy as ever in the coming months.

2. Information and communication technology programme

Internet service providers

The Internet Service Provider (ISP) Survey is a census of all New Zealand-based ISPs. It provides information on the total number of Internet subscribers in New Zealand, as well as the rates of Internet connections via fibre, cable, satellite, and wireless.

Results from the 2010 ISP Survey are due to be released on 15 October 2010.

Information and communication technology supply

The Information and Communication Technology (ICT) Supply Survey measures the sale of goods and services from businesses associated with ICT industries, based on OECD definitions.

The 2010 ICT Supply Survey was posted to ICT businesses in August 2010. Data from this survey is due to be published on 15 April 2011.

For further information contact Geraldine Duoba: info@stats.govt.nz.

Household information and communication technology

The Household Use of ICT Survey is run every three years and collects data from households about their access to and use of computers, the Internet, and mobile phones. Data from the 2009 survey was released in April this year, and additional tables were also released in July 2010. This second release included data on a range of topics, such as broadband availability in rural areas, progress in switching to digital TV, and voting online.

The survey will next be run in 2012 and we plan to fully review the questionnaire and its content during 2011. If you want to talk to us about future content, contact Geraldine Duoba: info@stats.govt.nz.

Business use of ICT

New Zealand businesses’ use of ICT data is collected every two years, as one of three modules within the annual Business Operations Survey (BOS). The latest results from the ICT module are available in the 2008 release of the survey, and can be found here.

The team is also investigating the relationships between the business use of ICT data and other general business performance data that is available through the modular design of the BOS survey.

3. Business operations

Initial results from the Business Operations Survey 2009 were released on 23 April 2010, and were followed by the release of all tables from the survey on 30 April. The Innovation in New Zealand 2009 report was released 30 June and explores innovation more thoroughly.
The 2010 questionnaire is currently in the field. The questionnaire includes modules on business operations, business use of ICT, price and wage setting, and financing. Results for the 2010 survey will be released on April 2011 as a Hot Off the Press and as all tables files.
For further information, contact Kathy Jackson: info@stats.govt.nz.

4. Screen industry

A report containing five years of data from the Screen Industry Survey was released in August 2010. The report showed that funding from international sources increased significantly since the survey was first run, from $51 million in 2005 to $280 million in 2009.

The survey collects information about the size and nature of the screen industry in New Zealand. Screen industry refers to all businesses involved in the following sectors: screen production and post-production, distribution, exhibition, and broadcasting.

For further information contact Geraldine Duoba: info@stats.govt.nz.

5. Research and development

Research and Development (R&D) Survey 2010 questionnaires were sent to respondents in mid August 2010, and we have already had a good response.

Around 3,700 enterprises were included in this year’s survey. Respondents are split into business, government, Crown Research Institutes and university categories. Crown Research Institutes and university categories are full coverage categories. This means that all enterprises in these sectors are included in the survey.

Key results from this survey will be made available on 22 March 2010, followed by a comprehensive report on 27 May 2010.

Data on external sources of funds for university R&D between 1998 and 2008 were released recently. This is available on request.

The R&D survey is in the process of being handed over to Ben Nimmo. For further information, contact Ben Nimmo: info@stats.govt.nz.

6. Bioscience

Since June 2010 the Bioscience team has been planning the Bioscience 2011 survey. This will include small changes to the survey form and engaging with stakeholders to ensure we are meeting their needs.  Stakeholder engagements started in September.

We are in the process of filling the project leader role for the Bioscience Survey. For further information, contact Meighan Ragg: info@stats.govt.nz.

7. New Zealand Energy Use

Information from the Energy Use Survey 2010 was collected earlier this year. Results are being processed and analysed and these will be published in a Hot off the Press on 15 October. This year's survey covers the following industries:

• manufacturing
• electricity, gas, water, and waste services
• construction
• wholesale trade
• retail trade
• transport, postal, and warehousing.

Last year the survey covered the primary industries: agriculture, forestry, fishing, and mining. The results from this survey were released last year and are available on our website.

Development work on the 2011 survey is about to begin and will cover the following industries:

• accommodation and food services
• information, media, and telecommunications
• financial and insurance services
• rental, hiring, and real estate services
• professional, scientific, and technical services
• administrative and support services
• public administration and safety
• education and training
• healthcare and social assistance
• arts and recreation services
• other services.

For further information about the survey please contact Meighan Ragg: info@stats.govt.nz.

8. Improved Business Understanding via Longitudinal Database Development

The prototype Longitudinal Business Database (LBD) contains integrated data from survey and administrative sources, and is used for microdata research. It was created by the two-year feasibility project, IBULDD (Improved Business Understanding via Longitudinal Database Development). The database contains a wide range of longitudinal, annual, enterprise-based data on New Zealand businesses.
The LBD contains data from 2000 to 2008 and is currently being updated with 2009 data. Already completed in this year's update is data from the Business Operations Survey 2009 which includes the biennial innovation module and a re-run of the business practices module run in 2005.
This year Statistics New Zealand is using data from the LBD to publish a joint research paper in October with the Ministry of Economic Development, focusing on government assistance programmes.
