The series on the number of eggs sold from other poultry birds (AGRA.SAT2ZZZ) will be removed as most of this data is confidential.

 15 December (HLF) Household Labour Force Survey

Youth labour force and education status data has been added to the suite of labour market statistics available from the Household Labour Force Survey. This includes information on youth who are not in employment, education, or training (NEET) and the associated NEET rate. A survey (unadjusted) series, seasonally adjusted series, and trend series going back to the March 2004 quarter will be released on 15 December 2011. The following series are being added:

All are available as quarterly series (HLFQ.S*); the S8 series is also available as annual Mar (HLFA.S8*); annual Jun (HLFA.S8*J); annual Sep (HLFA.S8*S); annual Dec (HLFA.S8*D).

The annual (June year) China terms of trade series OTPA.STTCN1 will be released on 9 December 2011.
 8 December (MAN) Economic Survey of Manufacturing

Statistics New Zealand has amended the methodology for the Australian and New Zealand Standard Industrial Classification 1996 (ANZSIC96) forward-cast series for the following industries.
Basic metal
Structural, sheet and fabricated metal product
Furniture and other manufacturing
These series have been forward-cast since the December 2010 quarter, when the Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06) was implemented into the survey.

The amendment affects data for the following series from the December 2010 quarter onwards.

(DPE) Demography Population Estimates 
Two DPE SF series (regional council areas and territorial authority areas). The update will involve population estimates at 30 June 2011 being changed from Provisional to Final.
 25 November (LED) Linked Employer-Employee Data (LEED)
In the 2008 tax year, Inland Revenue supplied improved address information with new and updated postcodes.

As a result of the better quality address information, previously imputed information was corrected and a considerable number of addresses were updated. This caused greater than normal numbers of people to change address locations, in particular territorial authority (TA) location, which was reflected in an increase in worker flow measures for the 2008 tax year. The level of TA changes after the 2008 postcode address updates have since fallen to levels consistent with previously published results.

In the September 2010 quarter, an improvement in the ranking of imputed address information resulted in increases in worker flow measures in the June 2010 quarter. The increase in worker accessions, worker separations, and the worker turnover rate are a result of this change in methodology.

Worker accessions and separations data has been suppressed for the June 1999 quarter. These measures now start from the September 1999 quarter, as this is the first quarter they can be correctly calculated. (This was updated on 29 November 2011.)

(BOP) Balance of Payments

Coverage in historical investment income series has been improved in the Balance of Payments to align with the latest annual National Accounts (published 18 November 2011). These series incorporate data sourced from the Inland Revenue (IRD) and continue the time series that was first included in the Balance of Payments and International Investment Position: June 2010 quarter release. The new figures have been added to quarterly 'other investment income' credits (BOPQ.S5AC1B203) and debits (BOPQ.S5AD1B203) from the June 1990 quarter through to the March 1998 quarter, and also affect the following credit, debit, and balance series in the Balance of Payments:

• investment income
• income
• income and transfers
• current account

Year ended, seasonally adjusted, trend, and ratio series have also been revised for these periods. The revisions affect numbers in both the BPM4 and BPM5 methodologies.

(SND) Annual national accounts – ANZSIC 2006

A new classification, the Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06) is being implemented in the annual national accounts. The first release under this classification will be published on 18 November 2011. It includes industry data for 1987–2009 and provisional estimates for 2010 and 2011.

Implementing ANZSIC 2006 in national accounts and productivity statistics, published 25 October 2011, explains the main differences between the current classification and ANZSIC06, and describes the methods used to produce the historical ANZSIC06 time series. This paper also provides details of the upcoming ANZSIC06 releases of quarterly gross domestic product and productivity statistics.

See National Accounts SNC vs SND concordance in excel for details of the new series identifiers. The improved structure makes it easier to find series. Concordances showing the relationship between the new and old series are also included.

(RTN) Retail Trade Survey ANZSIC 1996 data:

From Monday 14 November 2011, the ANZSIC 1996 version of Retail Trade Survey data will be freely available on Infoshare. Since the new Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06) was implemented in the Retail Trade Survey, this data has only been available on request.

The ANZSIC 1996 data from the December 2010 quarter onwards has been modelled from the ANZSIC06 survey results.

On 1 November 2011, Statistics New Zealand will release additional series for seasonally adjusted(S) and trends(T) for employment, and average weekly paid hours (Employees). These series are available for 'total all industries' and 'total both sexes' from the March 1989 quarter onwards.
Data for these series will be available at 10:45am on 1 November 2011.
The new series are:

• Full-time paid employees – QEXQ.SFAZ9EC S or T

(BUD) Business Demography Statistics 2011 – Changes to series

With the release of New Zealand Business Demography Statistics: At February 2011 on 31 October 2011, the following changes to the Infoshare tables under the Business – BUD will take effect.

These six families (S1) will be discontinued:

1. S1 – Enterprises by ANZSIC and Size Group (ANZSIC 96)
2. S1 – Enterprises by ANZSIC and Size Group (ANZSIC 06)
3. S1 – Geographic units by Region, ANZSIC and Size Group (ANZSIC 06)
4. S1 – Employee count by Region, ANZSIC and Size Group (ANZSIC 06)
5. S1 – Geographic units by Region, ANZSIC and Size Group (ANZSIC 96)
6. S1 – Employee count by Region, ANZSIC and Size Group (ANZSIC 96)

Instead, the following three families (S2) will be available:

1. S2 – Enterprise by ANZSIC and Size Group (ANZSIC06)
2. S2 – Geographic units by Region 2011, ANZSIC and Size Group (ANZSIC06)
3. S2 – Employee count by Region 2011, ANZSIC and Size Group (ANZSIC06)

These changes are the result of:
• the discontinuation of the release of data based on ANZSIC96 version of the industry classification
• change over to 2011 area boundaries for regional data (from 2006 boundaries used previously).
The change to the series header is to replace the S1 with S2. For example S1 – Geographic units by Region, ANZSIC and Size Group (ANZSIC 06) for series header BUDA.S1GRAIBSCB will be under S2 – Geographic units by Region 2011, ANZSIC and Size Group (ANZSIC06) BUDA.S2GRAIBSCB

(DPE)  Demography Population Estimates
The series containing subnational population estimates has been replaced with three new series. These provide population estimates for regional council areas, territorial authority areas, and urban areas. Population estimates for secondary and minor urban areas are now available in Infoshare for the first time. All subnational population estimates have been rebased on the latest official boundaries (ie, boundaries at 1 July 2011).

The new series identifiers will be DPEA.SF plus area code.

22 September (IIP) Data has changed for two of the new series released on 21 September 2011 as part of the Balance of Payments and International investment Position release. The series affected are:

• other valuation changes assets (IIPQ.S5AAH)
• other valuation changes liabilities (IIPQ.S5ALH)

Numbers have changed in these series from the September 2000 quarter through to the March 2011 quarter. In most cases, the size of the change is less than 5 percent of the series value.

Note that the changes do not affect any series published in the tables accompanying the Balance of Payments and International investment Position: June 2011 quarter.

Manufacturing Survey (ANZSIC06) (MFG)

Data for the dairy industry (which is combined with the meat industry) will be updated to reflect a standard quarter. Previously, values for the dairy industry were mainly calculated on a non-standard quarter, that is, lagged by one month. To reflect this change, meat and dairy product manufacturing industry data from the December 2008 quarter will be revised.

All series for the following industries will be revised in Infoshare:
• meat and dairy product manufacturing
• all manufacturing.

The ANZSIC96 series from the December 2008 quarter to the December 2010 quarter for the following industries in the Economic Survey of Manufacturing (MAN) will also be revised:

20 June Economic Survey of Manufacturing (MAN), and Wholesale Trade Survey (WTS) ANZSIC 1996 data:

Since the new Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06) was implemented into the quarterly Economic Survey of Manufacturing and Wholesale Trade Survey, the ANZSIC 1996 version of the data has only been available on request. From Monday 20 June 2011, it will be freely available on Infoshare.

The ANZSIC 1996 data from the December 2010 quarter onwards has been modelled from the ANZSIC06 survey results.

The existing ANZSIC 1996 time series identifiers remain unchanged, however, not all previous time series will be available. To find out which ones are available you can download this Infoshare Identifiers spreadsheets (Excel, 12 pages).

(ALC) Alcohol Available for Consumption:

Statistics New Zealand will be releasing additional series that will contain the amount of beer available for consumption by beer strength. This data was previously available but not in this format. The first release of this series will be on 23 May. As with the existing alcohol available for consumption series, this series will be a quantity series, and will be released quarterly.

The new series identifiers will be ALC+. SAA+:
SAAA - Beer containing not more than 1.150% alcohol
SAAB - Beer containing between 1.151% and 2.500% alcohol
SAAC - Beer containing between 2.501% and 4.350% alcohol
SAAD - Beer containing between 4.351% and 5.000% alcohol
SAAE - Beer containing more than 5.00% alcohol

At 10:45am, 19 May 2011, PPI ANZSIC06 index numbers before the December 2010 quarter, which are unrounded (to preserve consistency with movements originally published under ANZSIC96) will be available on Infoshare.

Implementation of new classification:
Producers price index (PPI) – Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06)

Statistics New Zealand is implementing a new industrial classification, the Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06) into the producers price indexes (PPI). From the March 2011 quarter, PPI data will be compiled and released using the new classification.

The PPI will be published under ANZSIC06 using the New Zealand Standard Industrial Output Categories (NZSIOC) classification structure. The PPI publication level will be level 3 of the NZSIOC classification.

Weight reference period:
As part of implementing ANZSIC06 in the PPI, Statistics NZ has updated the weights of the commodities that underlie the industry indexes. Commodity weights for the year to March 2008 have been used in this process. These weights have been sourced from the New Zealand System of National Accounts.

Price reference period:
The price reference period for the ANZSIC06-based PPI will be the December 2010 quarter.

Index reference period:
The index reference period for the ANZSIC06-based PPI will be the December 2010 quarter (=1000). The choice of reference period for an index is arbitrary. What is important is the percentage movement in the indexes, and these movements are unaffected by the choice of index reference period.

Backcasting:
The existing ANZSIC96-based PPI series are being used to provide an analytical back series for the new ANZSIC06-based PPI series. The series being backcast include all the published industry indexes. This will produce back series as far back as the ANZSIC96-based PPI series are available (generally to the June 1994 quarter). The back series will be linked to the directly calculated ANZSIC06-based series, at the December 2010 quarter.

Time series references:
The ANZSIC06-based PPI series will have new series references, which will have the following pattern:

PPI outputs (PPIQ.SQU*)
PPI inputs (PPIQ.SQN*) 
PPI selected commodities (PPIQ.SQC*)

On 1 November 2010, the new Auckland territorial authority (TA) has replaced the old TAs: Rodney District, North Shore City, Auckland City, Waitakere City, Manukau City, Papakura District, and part of Franklin District. This has resulted in a minor change in the boundary between the Auckland and Waikato regions. The changes were introduced in the release for the March 2011 quarter and do not significantly affect measures from the Earnings and Employment Survey (QES) for QEX Auckland Regional Council and Rest of NZ.

Impact of the Christchurch earthquake on 22 February 2011

The Christchurch earthquake on 22 February 2011 had a major effect on Statistics New Zealand information releases, following damage to our building in the city centre where many of our statistical releases are prepared, including overseas merchandise trade.
Staff working on overseas merchandise trade statistics were displaced by the earthquake. A more limited staffing arrangement than normal has been in place since then. This has had the following impacts on the compilation of overseas merchandise trade statistics:

  • less editing and checking of data
  • a reduction in the level of analysis of aggregated data and less informed commentary.

Statistics NZ is confident that the overseas merchandise trade totals published from February 2011 are an accurate reflection of what occurred and that the data and major movements at Harmonised System (HS) chapter level (two digit) are robust. Given data below HS chapter level has had less scrutiny it should be treated with a greater degree of caution than usual. This caution applies to the fine-level aggregates of overseas merchandise trade data available on Infoshare.
There has been no interruption in the supply of source data from New Zealand Customs service.

The Infoshare search tab has been improved.
All the results returned using the search tab will now include both the 'select variables' and the 'select series identifiers'. This will make it easier to find the series identifiers, as you can use either 'key word search', 'look for the exact phrase', or ‘look for time series identifier', and the results will include 'select series identifiers'.

The Infoshare load query tab has been fixed for trade data.
If you save a load query and use the option to remove zero in the row, this now works for trade data – in the same way as it works for non-trade data.
12 April (INS) The September 2010 quarter Work Stoppages release has been cancelled. The September 2010 quarter information will be published in the December 2010 quarter Work Stoppages release at 10.45am on 21 April 2011.
12 April (BOP) BPM5 Balance of Payments Ratios (Qrtly – Mar/Jun/Sep/Dec) A revision has been made to numbers published in the Balance of Payments and International Investment Position: December 2010 quarter information release. The series affected was BOPQ.S5R12 (Debt service to exports of goods and services) and numbers changed for the September 2010 and December 2010 periods.

(PRD) Industry Productivity Statistics: 1978–2009 to be published on 25 March 2011 will include additional series for the following: the property services industry, which is now included in the measured sector from 1996; aggregations of property and business services from 1996; primary, goods-producing, and service sectors from 1978; and information and communication technology (ICT) intensive industries from 1978. The productivity series will be the same as those currently available at the industry level.

The backcast series for motor vehicle retail sales (in current prices) has been revised for the period between May 1995 and March 2010. This revision also affects the value of total national sales and regional estimates between these dates. Data from April 2010 onwards are not affected. This revision is due to a difference in the samples between ANZSIC06 and ANZSIC96 for this industry.

Statistics NZ has reviewed and updated the calculation of the monthly trend series for the value of non-residential buildings. The trend series is now estimated after the removal of consent values of $25 million or more between January 1990 and December 2005, and of $50 million or more from January 2006. It is available in table 5 of the monthly information release, and on the Infoshare table 'Seasonally adjusted values'. The series reference is BLDM.S9F2T.

The trend series for non-residential buildings will be available from 31 January 2011, when Building Consents Issued: December 2010 is released.

(QEX) Statistics New Zealand has discovered errors in the ANZSIC06 backcast estimates for the Quarterly Employment Survey (QES). Revisions were made to all estimates from the beginning of the series to the June 2009 quarter. Seasonally adjusted and trend estimates were revised from the beginning of the series to the September 2010 quarter. The majority of key estimates have only minor revisions.

Infoshare series (QEX) has been revised.

The methodology used to produce the backcast estimates is a standard approach used at Statistics NZ and did not contribute to the errors released.

Statistics New Zealand regrets any inconvenience caused by these errors.

See the difference in the backcast estimates on a few key series being revised.

21 January (INS) The work stoppages September 2010 quarter release has been delayed due to difficulties in obtaining final data. We will provide an update on the new publication date of this release when the information becomes available.

(ECT, ETD) The Electronic Card Transactions: December 2010 release will implement the Australian and New Zealand Standard Industrial Classification 2006 (ANZSIC06). The following changes will occur after implementation:

Backcast data for the entire series will be available on Infoshare. As a result of this classification change, a new series identifier has also been created.

For the new series, all time-series identifiers will change from ETD to ECT. For example:

(BLD) Building Consents Issued
Table 4 of the Building Consents Issued: November 2010 Hot Off the Press released on 11 January 2011 contains data related to the new Auckland Council. Time series-data related to the new Auckland Council will be made available on Infoshare from 28 February, with the release of January 2011 data.

An estimate of the number of new dwelling units issued under the new Auckland Council can be obtained by summing the data for the previous local authorities in Auckland (Rodney, North Shore, Waitakere, Auckland, Manukau, Papakura, and Franklin).

This information can be obtained from:

  • Number, value, and floor area by building type, nature, and territorial authority (monthly, quarterly, annual) – BLD+.SAC11++

It should be noted that from November 2010, Franklin district only includes new dwellings authorised by the part of Franklin district that is within the new Auckland Council. The remaining part of Franklin district is included in either the Waikato or Hauraki districts.
